Foreign Affairs, July/August 2021, 92-106. 

"King (Georgetown University) sets three goals in this finely crafted essay.  

First, he portrays two sides of J. William Fulbright. The Rhodes scholar, internationalist, and Democratic Senator who supported the UN, challenged McCarthyism, worked to end the Vietnam war, and founded the eponymous Fulbright scholarships. And Fulbright the “racist” who opposed integration in public schools and voted against 1960s civil rights legislation. Evidence of his years defending racial apartheid is not overcome by his claims later in life, partly true, that these actions were tactical requirements for an Arkansas politician.  

Second, King argues Fulbright is a clarifying case. He convincingly shows that Fulbright was “representative of a certain species of mid-century internationalist: white, male, patrician in style if not background, and schooled in both the superiority of Anglo-Saxon civilization and the obligations of noblesse.” 

His combination of open-mindedness abroad and bigotry at home aligns with the broad conviction of many Americans that great power statecraft requires a divide between domestic politics and foreign policy. Fulbright’s vision and myopia are the story of America’s 20th century rise to power.  

Third, Fulbright remains deeply relevant today. “What price does a racially ordered polity pay for its global role?”

 

 

A scholarly article on the FULBRIGHT PROGRAM:

Giles Scott-Smith, “Beyond the ‘Tissue of Clichés’?: The Purposes of the Fulbright Program and New Pathways of Analysis,” All Azimuth: A Journal of Foreign Policy and Peace11(2), 2022: 177-192.  

Scott-Smith (Leiden University) brings years of deeply researched scholarship to this insightful article on how evaluative perspectives and social science concepts advance critical thinking on the functions of exchange programs.

He surveys the Fulbright literature to assess how its purposes have been framed in the context of US global influence, the production and dissemination of knowledge, and liberal internationalism.

He then discusses analytical approaches in the social sciences that offer innovative ways to conceptualize exchanges in international interactions: “geographies of exchange” (management scholar Chay Brooks), “brain circulation” (geography professor Heike Jöns), “centers of calculation” (philosopher and anthropologist Bruno Latour), “enlightened nationalism” (political scientist Calvert Jones), and “parapublics” (international relations scholar Ulrich Krotz).

Scott-Smith concludes that interpersonal relations are at the core of the Fulbright program’s method, but moving beyond the “tissue of clichés” requires “situating these relations within economies of exchange that reveal the wider power relations at work.” Beyond the “soaring rhetoric of the Fulbright-Hays Act and Fulbright ideology as a whole,” he argues, there is a field of research that needs to be pursued. 

 

 

Lonnie R. Johnson, Remembering Fulbright: The Senator, The Program, and Public Diplomacy,”

 Video presentation (1 hour), October 2, 2023, First Monday Forum, Public Diplomacy Council of America. 

Johnson (former executive director of Austria’s binational Fulbright Commission) uses carefully curated images and evidence from his book research to portray the many sides of Senator J. William Fulbright. In this captivating presentation, Johnson discusses Fulbright’s memories of World War II, his experiences as a Rhodes scholar, his opposition to America’s war in Vietnam, and his establishment of the Fulbright exchange program. Importantly, Johnson addresses hard questions stemming from Fulbright’s opposition to civil rights legislation throughout his career as a Democratic Senator from Arkansas. In his presentation, and in an open letter, Johnson provides a reasoned and detailed critique of the systematic “erasure of Fulbright from the historical record” and adoption of a new Fulbright “brand narrative” by the State Department’s Bureau of Educational and Cultural Affairs.

Visualizing EnergyData Stories to Guide an Equitable Energy Transition.

is an open access, interdisciplinary science communication project that aims to increase actionable knowledge about a sustainable and just energy transition.    It uses visualizations coupled with data stories to communicate in clear, concise, jargon-free language.  

The project’s initial focus is on three interconnected areas:

 the connection between energy and human well-being; the history of energy transitions; and equity issues surrounding energy transitions (energy justice, energy burden, energy poverty, energy insecurity.)

This is the another side of Climate Change-- a search for equitable solutions.

Oxford Open Climate Change is a broad reaching interdisciplinary journal that aims to cover all aspects of climate change, including its impacts on nature and society, as well as solutions to the problem and their wider implications.

The journal will publish research from physical and biogeochemical aspects to social impact and response assessments; from economics and integrated assessments to health, politics, and governance; and from natural to technical solutions. The journal will play a key part in disseminating research findings across traditional fields, and removing siloes in readership seen in more traditional discipline specific journals.

 

Oxford Open Climate Change embraces openness principles which will further contribute to both the dissemination and the reuse of the published materials.

 

The journal will include both invited contributions and regularly submitted contributions, as well as special issues that consider key problems from a wide range of disciplines.

 

Article types will range across multi-disciplinary reviews, research articles, research letters, short communications, and editorials. Rigorous peer review is central to all content.
